Does Title 38 bar banks from charging fees

Question:

My local bank branch keeps charging me a maintenance fee every month/ after I receive my va disability compensation. They refuse to stop charging me. Depending on the branch, some managers will wave the fee. How do I explain title 38 to them? In regards to : Payments of benefits due or to become due under any law administered by the Secretary shall not be assignable except to the extent specifically authorized by law, and such payments made to, or on account of, a beneficiary shall be exempt from taxation, shall be exempt from the claim of creditors, and shall not be liable to attachment, levy, or seizure by or under any legal or equitable process whatever, either before or after receipt by the beneficiary. Is there a way to make title 38 stick? If I cant trust them not to steal 5 bucks every month, how can I trust them with a va home lone,etc without being charged an illegal fee? Is there a federally mandated...account designator??? that can be added to bank accounts to force the bank to act professionaly?

You're misinterpreting the very complex laws that are Title 38. Title 38 has nothing at all to do with how your bank charges you a fee for service. Every bank establishes its own rules about how they charge fees to their customers and some aren't as generous as others. Some banks offer free monthly checking for federal disability check deposits, many others don't offer any such thing. You can register a complaint to the banking commissioner of your state or you can simply switch to another, friendlier bank.
